Stanley Municipal Airport

Turf Crosswind Runway 2/20

The Stanley Municipal Airport Authority (SMAA), as the Airport Sponsor, intends to undertake a project that includes constructing a new turf crosswind runway at Stanley Municipal Airport to meet Federal Aviation Administration (FAA) airport design standards. The proposed project would include on-site excavation to meet grading standards, land acquisition, storm pipe installation, modifications to existing electrical, the use of borrow sites located on the west side of the Airport, installing crosswind runway hold position signs, topsoil, seeding and mulching, and a staging area and haul route for construction.

In accordance with its responsibilities under the National Environmental Policy Act (NEPA), the FAA requires the SMAA to complete an Environmental Assessment (EA). During the EA process, the environmental, economic, and social effects of the proposed project were considered. The EA was made available for public review and comment from February 14, 2024 through March 22, 2024. The document was made available in-person and online. A notice of availability of the EA and notice of the public meeting was published in Mountrail County Promoter on February 14, 2024. An in-person public meeting was held on March 5, 2024 at Stanley City Hall at 6:30 p.m. Written comments were collected at the public meeting and accepted via mail and electronic mail until March 22, 2024. A total of six comments were received. Four comments were submitted by individuals in support of the project and the remaining two comments were submitted by North Dakota agencies that expressed no concerns with the proposed project. A Final EA was developed to include these comments and summarize public involvement.

After careful and thorough consideration of the Final EA and public comments received, the FAA finds that the proposed project is consistent with existing national environmental policies and objectives set forth in Section 101(a) of National Environmental Policy Act (NEPA) and other applicable environmental requirements, and will not significantly affect the quality of the human environment. Therefore, the FAA has provided an approved FONSI for the proposed project.
