Since 2009, the Wisconsin Department of Corrections (WDOC) has relied on the masterplan study Mead & Hunt completed for the WDOC system for physical building needs. In 2018, the State and WDOC wanted an update of the masterplan. New priorities considered included evaluation of existing institutions and centers, aging facilities, population growth, evolving inmate health care needs, and workforce.
Mead & Hunt broke the project into high priority issues and long-range planning. Our team went to each site, noting the condition of buildings, systems and components, and providing recommendations to replace, remodel, or leave as-is. We also developed Condition/Function Assessments for each site, including code compliance such as Americans with Disabilities Act (ADA), Prison Rape Elimination Act (PREA), International Building Code (IBC) and American Correctional Association (ACA).
