Mead & Hunt was selected by San Luis Obispo County to rehabilitate Runway 11-29 at San Luis Obispo County Regional Airport (SBP) using the Construction Manager at Risk (CMAR) delivery method. The project consisted of a mill and overlay of the entire commercial service runway, and an additional four-inch-thick overlay was placed on a portion of the runway identified as needing additional structural capacity. The pavement on Runway 11-29 was exhibiting high-severity weathering and raveling in some areas, as well as both longitudinal and transverse cracking. Based on the Airport Pavement Management System (APMS) study, the pavement was in clear need of rehabilitation.
Additionally, we upgraded the 20-year-old runway lighting equipment with LED high-intensity runway lighting and installed new runway signs. The County chose the CMAR delivery method to optimize the safety of the airfield during construction and the quality of the pavement placed, as well as to minimize the impacts on the operational stakeholders. Our team helped the County develop bid documents and administer the bidding process for this pilot CMAR project for their public works department. By utilizing this method, our design team was able to receive input on the Construction Safety Phasing Plan and other constructability related project items, resulting in significant cost and time savings.
