Driving Resiliency: Evaluating Flood Protection for a Water Reclamation Facility in Pinellas County, Florida

While traditional drivers for municipal flood resilience include National Flood Insurance Program (NFIP) requirements and Community Rating System (CRS) improvements, a new driver is emerging from the municipal property insurance industry. Pinellas County, aiming to manage premiums and promote operational continuity for the South Cross Bayou Water Reclamation Facility (WRF), conducted a flood resilience study that was tested by back-to-back hurricanes in 2024. This presentation will detail the planning process, insurer evaluations, floodproofing requirements, and best practices identified in the study, along with grant funding opportunities. Despite the recent hurricanes, the facility experienced no flood damage, but the study’s recommendations will be reviewed for future implementation in the County’s Capital Improvement Program (CIP) cycles.
