CASSELTON ROBERT MILLER REGIONAL AIRPORT RUNWAY IMPROVEMENTS ENVIRONMENTAL ASSESSMENT
Final EA Published
The Casselton Regional Airport Authority (CRAA) has published a Final Environmental Assessment (EA) for Runway Improvements at the Casselton Robert Miller Regional Airport.
In accordance with its responsibilities under the National Environmental Policy Act (NEPA), the Federal Aviation Administration (FAA), as the lead agency responsible for this EA, along with the CRAA and its consultant, evaluated the environmental, economic, and social impacts of the proposed development according to US DOT and FAA guidance and thresholds of significance. No significant impacts were identified. The results of the analysis were published in a Draft EA document, which was made available for public review and comment from March 11, 2026, to April 24, 2026. Comments regarding roadway access, drainage and stormwater management, farmland conversion, runway length justification, aircraft noise, regulatory compliance, permitting, and construction best practices were received during the comment period. Responses to those comments and revisions, where appropriate, are included in the Final EA. Additionally, the Proposed Action was refined based on stakeholder input to include a north–south roadway connection that maintains local access. This revised roadway configuration is reflected in the Final EA.
The EA evaluated the environmental impacts of proposed improvements to Runway 13/31, including a relocation of the runway and taxiways, a possible runway extension up to a total length of 5,500 feet, and the realignment of 39th Street SE. The project proposes acquiring approximately 250 acres of fee simple land and potential impacts to an estimated 0.5 acre of wetland under United States Army Corps of Engineers jurisdiction.
After careful and thorough consideration of the Final EA and public comments received, the FAA issued a Finding of No Significant Impact (FONSI) in July 2026. Based on the analysis in the Final EA, the FAA determined that the CRAA’s proposed project will not result in significant impacts to resources identified in FAA Order 1050.1G and will not significantly affect the quality of the human environment. Therefore, an environmental impact statement will not be prepared, and the project may proceed into design and permitting.
